It's quite possible to make money form the Internet without having a website but to use AdSense you will need one.
Each page of your site can contain advertising from Google or indeed other advertisers but here I'm going to talk specifically about Google's AdSense program.
I don't use AdSense on this site. Come to think of it, perhaps I should. Anyway that's by the by, the point is that if you have a website that gets a reasonable amount of traffic (visitors) and you get paid for each time someone clicks on those AdSense links then you can add nice extra to your income for FREE!
Because of this, some enterprising people went mad and created hundreds of thousands of web pages (all full of absolute rubbish and no real content) just to make money from the clicks they received.
For a while it worked, but now the search engines are getting tough and now many of these sites are either picked up automatically or reported by surfers who are sick and tired of finding sites with no actual content.
When they are identified they often find themselves removed permanantly from the search engine indexes.
To be honest, it's fair enough because otherwise the Internet would just explode into more and more completely useless websites. Then nobody would ever find anything.
I have listed at least one product that will allow you to create websites quickly with advertising revenues in mind but if you choose to use them I would strongly advise that you treat them as nothing more than templates and make sure that the actual content is completely revised and updated and actually worth reading. Also make sure that it is not duplicated right across the world wide web. Believe me, the last thing you want is to spend money on webspace and domain names only to get your site banned as soon as it goes live.
The up side of course is that if you do have a web site with decent content you make make use of AdSense and add a second income stream at no cost. The code you need to insert into the web pages is very easy and AdSense accounts are free but to obtain Google will now want to look at and approve your web site.
